25/8/11 - The response to the article below by the London Olympic Games Organising Committee
"Just to clarify the position. In relation to the recent article in the Standard regarding the Olympic Shooting Sport and ticket sales to school children.
LOCOG worked very hard yesterday to clarify its position with the media. Hence as a result, there has been little or no follow up in the wider media. Please cascade as you see fit to
any concerned people.
LOCOG's position is this;
- - Shooting tickets are included in the Ticketshare programme;
- - The Ticketshare programme includes a range of groups - schools, BOA/BPA and Tickets for Troops;
- - There are a small number of shooting tickets in the Ticketshare programme, and we planned to issue the tickets where the demand was greatest;
- - Our initial consultation with schools suggested that there wasn't a demand for shooting tickets;
- - However, if schools request shooting tickets, we will provide them, subject to availability;
We are absolutely clear that children are allowed into the venue at Games time - indeed, shooting is one of our Pay Your Age sports, and we have sold tickets to children and will continue to do so
dependent upon availability."

16/03/11 - Firearms laws made easier !? (Well, very slightly.)
From 1st April 2011, THE FIREARMS (ELECTRONIC COMMUNICATIONS) ORDER 2011 will take effect, which will amend the (already tremendously amended)1968 Firearms Act.
All it does it to allow notifications of guns sold, bought, transferred etc to be done by e-mail rather than by recorded delivery, as is currently the case.
We will still have to wait for many police forces to provide an authorised e-mail, web or fax "address" to do this, and it would be as well to keep copies of any transactions you send in any case, as many spam filters
can be awkward about acccepting webmail addresses such as hotmail, for example.

It appears that the minister for crime prevention - James Brokenshire - has decided that certificate fees will be set "on a full cost recovery basis."
Papers we have seen from ACPO appear to suggest that this may be as much as £200 - but this is NOT set in stone. It seems we may have to pay far more for a service which is currently poor,
and which will definately decline as the government's financial cuts bite.

28/01/11 - Man smuggled 80 guns into Britain
An American man is suspected of smuggling 80 weapons into the UK by hiding them in his suitcases.
Former U.S. marine Steven Greenoe, who holds British citizenship, apparently strolled through airport security in both Britain and America with dozens of pistols stashed
in his suitcases on ten flights last year.

which might deter the casual thief, but more importantly will comply with requirements of the new Act.
10/02/11 From today between four and seven million UK residents are affected by this law.
Over the years we (as shooters) have suffered from numerous complex changes to firearms law. That means that around 2/3rds of a million of us have been affected.
The latest amendment to the Firearms Act relates to people who have airguns below 12ft/lbs power - and there are various estimates at the number of those in the UK,
ranging from four to seven million. See "New" Airgun law to take effect from 10th February 2011 (Today)
Now many of those will be held by people who regard themselves as shooters, who join shooting organisations and clubs, and it won't be too difficult to get the information
about airgun security across to them.
BUT - it is the vast number of airguns out there that were perhaps bought years ago, and only used ocassionaly or casually - how do we get to them? They are often owned by people who are likely to
leave an airgun unattended where someone under 18 can get their hands on it - the very target of this law. The best estimates are that there are between FOUR AND SEVEN MILLION airguns in the UK.
If there isn't a proper advertising campaign about this I can see that a lot of people will find themselves on the wrong end of the law, and of course, we - the law-abiding shooters - will be the ones the media will blame.....

The recommendations and conclusions of the Home Affairs Committee enquiry into firearms legislation are long and complex, so to I've tried to edit them down to simple headlines. Please
remember that these are simply MY understanding of the issues, not a formal report from government.
I'd add a reminder that these are only recommendations from the committee to the government, NOT "New Laws" as many seem to think. The government has implied that it will act as it sees fit according to the evidence of a problem.

You'll note that there is no detail in this - it's simply a timetable for discussions - but it would be helpful if Dcottish constituents contacted their MPS to let them know of their concerns.
Obviously licensing would put a massive workload on the police (if they decided to go that way), and holding them in secure central armouries would be expensive, bureaucratic and inconvenient.
MPS also need to be educated about the way the sport operates, and that the VAST majority use airguns in a responsible and safe manner so that either of these options would cause the majority to
suffer for the criminal misdeeds of the very few - and there are enough laws to deal with them already.

Now even Costco are on the bandwagon!
Costco, the multinational wholsale store,have just published an article in their influential trade magazine
"The Costco Connection" entitled "Should our gun control laws be more stringent?"
They have an e-mail address at which you can vote yes or no, BUT it asks for a postal address and 'phone number.
the article in their magazine gives space to Gill Marshall-Andrews of the so-called "gun control network" who
harps on about the secrecy of shooters, and how no-one can easily find out if a person has a gun or not.
We should let Costco know that we will NOT be giving our addresses, as we have been targeted by antis
such as her organisation, and in any case the police and home office recomend that we do NOT supply such
details as they are a gift to any criminal seeking to obtain guns by burglary. This would destroy G M-As argument
at the same time as providing your "vote."
We were also annoyed to see that an image of a revolver was used in the article - implying that they are still
in use in the UK - they may need to be disabused of that fact as well - perhaps G M-A had helped them ?

GUN LAWS A MESS, SAYS HOME AFFAIRS COMMITTEE
Well-designed legislation which regulates and restricts the legal supply
of firearms can help to reduce gun crime. The Home Affairs Committee
recognises that thousands of people use firearms responsibly for
recreation and in their work. It has no intention of restricting such
activity.
However, the Committee today concludes that interpreting and applying
the current 34 pieces of legislation governing the control of firearms
places an "onerous burden" on the police and on members of the public
who wish to abide by the law, because it is "so complex and confused".
It urges the Government to codify and simplify the law. In particular,
the Committee recommends introducing one licensing system to cover all
firearms which require a licence (which would also add greater
safeguards), and identifies age restrictions on firearms use as a
particular area of uncertainty.
Although the majority of firearms-related crimes are not committed with
licensed firearms, the Committee is also concerned about the use of
legally-owned weapons in domestic shootings, including those related to
domestic abuse. The Committee therefore:
- Calls for a review of the minimum age limits on the use of
firearms and eligibility for firearms certificates, with the aim of
reducing inconsistency and complexity around the use of firearms by
children;
- Welcomes the news that GPs are to be consulted on every new and
repeat licence application, to ensure that they are assessed on the
basis of accurate information about the applicant's health. However, it
was unconvinced by arguments in favour of "tagging" licence holders'
medical records.
- Recommends tighter restrictions and clearer guidance to the
police on the granting of firearms and shotgun licences to individuals
who have engaged in criminal activity.
- Suggests that the Government considers requiring the police to
consult the domestic partners of licence applicants in making the
decision as to whether to grant a licence.
- Advocates raising the fees charged to applicants so that it
covers the costs of licensing, to ensure that police spending cuts do
not jeopardise the rigour of the licensing process.
- Urges greater enforcement of air weapon offences.
Finally, the Committee was concerned at evidence of the significant
criminal threat posed by reactivated and converted firearms, which has
emerged in recent years in response to tighter regulations on genuine
lethal weapons. Progress on closing a number of loopholes-particularly
relating to the ease at which such items can be converted into firing
weapons- has been too slow, and the Committee recommends that
legislation is brought forward promptly to address this.
The Committee Chairman, Rt Hon Keith Vaz, says,
"The terrible murders perpetrated by Derrick Bird in June highlighted
gaps in the current licensing regime, notably around the ease with which
convicted criminals can gain access to firearms. We have heard evidence
of further cases in which individuals applying to obtain a licence for
firearms have lied about their mental health problems and have
subsequently gone on to misuse their weapons.
"Our report has made a number of recommendations to minimise further the
risks posed by legally-held firearms and calls for a review of the
minimum age limits on the use of firearms. Current gun law is a mess -
it needs to be simplified, clear and consistent to be properly
understood by both those using firearms for legitimate purposes and
those in charge of enforcing the law."

This is BASC's statement on the findings of ACPO review into firearms licensing procedures in Cumbria.
"The UK’s largest shooting organisation, the British Association for Shooting and Conservation (BASC), welcomes the detailed report of a review of the granting of firearms licences to Derrick Bird, who murdered 12 people in Cumbria in June.
The review was undertaken by the chair of the Association of Chief Police Officers' Firearms and Explosives Licensing Working Group, Adrian Whiting, who is also Assistant Chief Constable of Dorset Police.
The report states that the police, other agencies and the public had no information which should reasonably have led to the revocation of Bird’s certificates and that no immediately obvious changes need to be made either within the Cumbria constabulary or in the law which would have prevented the tragedy.
Bill Harriman, BASC’s director of firearms, said: “The UK’s firearms laws are among the strictest in the world. The licensing process includes home visits by the police, background checks and may also involve medical checks. BASC will work through the details of the report and its recommendations with great
care. UK gun owners go through an extremely rigorous licensing process to ensure as far as possible that they pose no risk to public safety and keep their firearms secure. As the Prime Minister said, you cannot legislate for the moment when a switch flicks in someone’s head.”

Our good friends at the Warrington and District Rifle & Pistol Club have excellent premises in Walton Hall Gardens near
Warrington which they have rented for more years than we can remember from the local council.
It now seems that there may be moves to use the buildings for council use, which would mean a move to new premises for the club, and obviously
the construction of a new range.
If this happens there will be a great deal of upheaval for the membership, and remembering how good they were to us when Sealand was closed for a
time, we will try to offer them the same if they have to move and have a period when they have no shooting.

In 1988, just before the first of the strictest set of licensing laws was introduced to the UK, there were over a million certificates on issue in England and Wales. In that year, 410 people
were killed or injured by the illegal use of firearms (not including airguns).

BASC have published
The results Of their web campaign
to find out the opinions of candidates in the general election.
This is fine so far as it goes, but you can see that 75% of the candidates haven't bothered to reply.
This shows either
- A massive arrogance/indifference(possible but unlikely as they want your vote)
- A degree of nervousness about answering questions about our sport
- That insufficent shooters have contacted them, and therefore we don't count as a small minority
As you can see, of the candidates who bothered to reply the Liberal Democrats showed 114 supporting shooting, and ten against, with the Conservatives showing 239 supporting with 1 anti.
Labour showed 65 supportive and eight against. So in terms of support shown, the alliance between the Conervatives and the Liberal Democrats looks healthier for us, although the Liberal Democrats did have the largest number of neutrals (49) and unknowns (16).

target shooting has been going on in Parkgate uninterrupted for around 150 years, and that the current
rifle range is in a WW11 air raid shelter unique to the North-West of England. It contains such questions as
"Are there any local facilities that you would like to see provided in Parkgate?" which as you can see
gives us the opportunity to say that we'd like to see a sports shooting range there!
Please - we need your help if we are to retain the range, otherwise it will be filled-in and lost forever,
and probably built over.

GUN CONTROL ENQUIRY - HOME AFFAIRS COMMITTEE

There's a BBC video of the hearing on 14th September by the Home Affairs Committee on the subject of gun control at
Evidence to the Home Affairs Committee Note that you'll have to
move the slider at the bottom of the video along to about 1:09:00 where the enquiry in gun control starts.
It seems that the committee are concentrating largely on the possession of firearm and shotgun certificates by young people. This is odd because there is no evidence that young people who
have certificates have been involved in any form of gun crime whatsoever!

The law in England, Wales and Scotland changed on 28th July 2010, with the effect that you cannot buy or hire a firearm or shotgun until you are 18 years of age.
This is due to a European Law Directive which raised the age from 17 to 18.
A man who put a starting pistol against his niece's head has been spared jail.
Instead, a judge imposed a 14-week jail sentence suspended for 18 months on Steven Oakeshott.

Now while these motions rarely go further, they ARE a good way of finding out who our friends are - and the opposite.....!

Warrington to move?

Our good friends at the Warrington and District Rifle & Pistol Club have excellent premises in Walton Hall Gardens near
Warrington which they have rented for more years than we can remember from the local council.
It now seems that there may be moves to use the buildings for council use, which would mean a move to new premises for the club, and obviously
the construction of a new range.
If this happens there will be a great deal of upheaval for the membership, and remembering how good they were to us when Sealand was closed for a
time, we will try to offer them the same if they have to move and have a period when they have no shooting.

SCOTLAND AND AIRGUN LAW

Oh dear. It seems that the new government may have bowed to pressure from the Scottish Government to allow them to have their own, different laws relating to airguns. See the
BBC News Report About the Calman Commission.
In the report it says "The Queen's Speech included a pledge to implement the recommendations of the Calman review of devolution. They include new tax powers for Holyrood,
as well as powers over drink-driving, speed limits and airguns. ( My emphasis.)
This could conceivably end in licensing or banning air gun use in Scotland, if some of the more extreme pronouncements from some Scottish MSP's are to be believed.

"Air weapons
46 Offence of allowing minors access to air weapons
(1) The Firearms Act 1968 is amended as follows.
(2) After section 24 there is inserted—
“24ZAFailing to prevent minors from having air weapons
(1) It is an offence for a person in possession of an air weapon to fail to take
reasonable precautions to prevent any person under the age of eighteen
from having the weapon with him.
(2) Subsection (1) does not apply where by virtue of section 23 of this Act
the person under the age of eighteen is not prohibited from having the
weapon with him.
(3) In proceedings for an offence under subsection (1) it is a defence to
show that the person charged with the offence—
(a) believed the other person to be aged eighteen or over; and
(b) had reasonable ground for that belief.
(4) For the purposes of this section a person shall be taken to have shown
the matters specified in subsection (3) if—
(a) sufficient evidence of those matters is adduced to raise an issue
with respect to them; and
(b) the contrary is not proved beyond a reasonable doubt.”
(3) In section 57 (interpretation), in subsection (3) (offences relating to air
weapons), for “and 24(4)” there is substituted “, 24(4) and 24ZA(1)”.
98 Crime and Security Act 2010 (c. 17)
(4) In the table in Part 1 of Schedule 6 (prosecution and punishment of offences),
after the entry for section 24(4), there is inserted— [effectively a fine of level 3 on the standard scale.]
(5) In Part 2 of Schedule 6 (supplementary provisions as to trial and punishment
of offences), in paragraphs 7 and 8 (forfeiture and disposal of firearms), for “or
24(4)” there is substituted “24(4) or 24ZA(1)”.
HOWEVER
This section has NOT YET BECOME LAW.
We do not yet know when this is likely to happen, particularly as we now have a new government and the various new ministers
will have their own priorities, so this may not happen until later in the year.
There will also have to be some work on guidance to shooters and the Police from the Home Office regarding what are considered "reasonable precautions" in this case.
That said, the Home Office did an Impact Assessment on the safe storage of Air Weapons which said a number of helpful things:
- "Assumes an initial 100k owners [of air guns] buying security devices, and 4K new owners per year thereafter (at £10 per device). Assumes other owners could achieve safe storage through
existing measures, such as locked cupboards and padlocks."
- "Licence air weapons and make safe storage a condition of the licence.
The Government has rejected this option because it would be a costly and disproportionate response to the problem."
- "There are between 4 and 7 million air weapons in the country, the majority of which are uased responsibly. Licensing them all in oreder to tackle a minority of careless owners would be
wasteful of police resources."

and as you can see, there are considerable requirements for the security of licensed firearms, not what the government appear to have wished from their Impact Assessment
So, let's trust the police take notice, and do not start demanding gun cabinets, alarm systems etc. etc. for air guns.

BASC WANT TO BAN LEAD ? REALLY ?

Inaccurate and alarmist reports have appeared in the shooting press and on email concerning BASC's position on lead ammunition. They misrepresent BASC’s position and the current situation.
BASC would like to take the opportunity to put the record straight.
The facts of the matter are:
- BASC is firmly opposed to any unwarranted attempts to further restrict lead shot.
- All other shooting organisations support this position.
- BASC and all other shooting organisations agree that the shooting community must be involved in discussions on the future of lead ammunition. Not to be involved is to lose our voice
and influence.
- All the shooting organisations have been discussing the latest evidence on lead shot for some time.
- All the shooting organisations agree that shooting should be involved in the lead ammunition advisory group being established by DEFRA to examine scientific evidence on the use of lead
ammunition in the UK.
- All the main shooting organisations are supportive of John Swift, the CEO of BASC, taking the Chair.
- The shooting organisations form the largest group on the lead ammunition advisory group. They include BASC, the Game and Wildlife Conservation Trust, the Gun Trade Association
and the Countryside Alliance. Other organisations will be asked to contribute in specialist areas.
The natural conclusion from this is that shooting is well represented and is united on this issue.
What does this mean for the future of lead ammunition in the UK?
Defra has chosen the lowest level of committee, unofficial and industry-driven, to give advice.
- No political party in the UK has any plans to further restrict lead shot
- The current position of the Food Standards Agency is that the consumption of shot game is not sufficient in the UK to become a public health issue.
- There is a growing body of evidence that suggests that some birds can be poisoned by feeding on shot animals or taking up lead shot as grit.
- The group has been asked to assess the relevance of research for the UK.
- Nothing will happen in the UK for the foreseeable future.

AMNESTY

Certain blank firing guns (Olympic .380 BBM revolvers) have been found to be easily converted to fire "live" ammunition, and criminals have been taking advantage of this.
Many people will have bought these guns in complete innocence, and therefore there WAS an amnesty to enable them to be handed in from 16th April to 14th June 2010.
The penalty for simple possession of such a gun is a MINIMUM FIVE YEAR PRISON SENTENCE. Yes, that's right - not a caution (unless you're a firearms licensing manager as
happened in Devon & Cornwall - see Firearms Licensing Manager Cautioned.) not a warning, not a fine - FIVE YEARS IN PRISON.

FIREARM CERTIFICATES - UP!

The Home Office have just published the figures for firearm certificates for England & Wales, and the good news is that there has been an increase of 8% on the previous year.
Shotgun certificates also showed a rise - of 5%.
This may be good news for us but the criminal use of firearms is still at a very high level, albeit slightly lower than in 2004/5.
You might say that if there is a correlation between the legal possession of firearms and armed crime in the UK, them it might be that more legal guns, less armed crime - but

The Government have announced that there will be a £500,000,000:00 cut in police spending over the next five years,
and I'm sure they will say that much of this can be made from "efficiency" savings.
One of the few income streams the police have is from firearm and shotgun licensing, and they have have long complained that the current certificate fees don't cover their costs.
So, you can guarantee that the fees will be looked at with a view to increasing them. Some forces are clearly far less efficient and effective than others,
and I'll be willing to bet that around £200 for the grant of a certificate is the amount those less efficient forces will be looking for.
Perhaps if they stopped using police officers as Firearms Enquiry Officers (Merseyside, North Wales and the Met) they would save a considerable amount, or if they stopped wasting time and money
in demanding "good reason" for a change in the conditions on a fiream certificate (not required by law) or made conditions more sensible so that they didn't have to constantly change them,
or... well, we could go on and on about the less efficient forces' procedures.
We shouldn't have to pay for inefficiency, but I'll bet we find we do.
POLICE NIL, SHOOTERS ONE

Dale Barnard was out pigeon shooting safely and on land where he had permission to shoot, when he was approached by
a policewoman who told him he was committing an offence by shooting too near a road, and then prosecuted him for an offence under the Highways Act 1980.
It is an offence to shoot within 50ft of the centre of a highway IF by so doing, a user of the highway
is injured, interrupted or endangered.
There was no injury, endangerment or interruption in this case - something the police and the Crown Prosecution Service seemed
to have forgotten. When the case went for a pre-trial hearing the judge threw it out, (with costs)
after hearing from Bridge McFarland Solicitors.
The Judge also made the point that if the police delayed returning Mr Barnard's guns, it would be "more than churlish" of them.

THAMES VALLEY SHOOTING

Thames Valley Police have been fined £40,000:00, with 25,000:00 costs at Southwark Crown Court for a breach of Health & Safety rules
after an instructor "accidentally" (!?) shot a member of staff with a .44 Magnum revolver.
A Thames Valley Police firearms instructor had "mistakenly" loaded a Magnum .44 revolver with a live round
from a sweet tin, then pulled the trigger while pointing it at a colleague during a classroom tutorials.
The instructor was fined £8,000:00 with a further £8,000:00 costs.
The victim - a phone operator who used to shoot for Britain, underwent five hours of surgery for
damage to his bowels and a kidney, as well as lung and liver damage; he was unconscious for 12 days.
Judge Nicholas Loraine-Smith said:
"The firearms training manual specifically states every gun should be treated as loaded.
No gun should be pointed at anyone unless you intend to shoot them. These rules, I would have assumed,
would have been paramount and instinctive to firearms instructors. However, these rules were not adhered to as
absolutely as they should have been. Different instructors interpreted the rules differently."
That last sentence beggars belief - how do different police officers interpret that rule "differently?"
IS NATSS DEAD ?

The Clay Pigeon Association (CPSA) have decided to withdraw from the National Association
of Target Shooting Sports (NATSS) discussions.
(See their CPSA press release.)
They say this is "due to the slow progress" and "The end of funding."
Whilst they say they will continue to work with the National Rifle Association and the
National Small-Bore Rifle Association, it would seem that NATSS - having run out of the money for consultants for the project,
may well be dead in the water now.

This is a scam which has been operating for some time with hotel, B&Bs, wedding services etc as the targets, but now it seems that we are seen as a new
set of dupes. See False accommodation scams.
I'm sure no target shooting club would ever fall for this, but we're letting you know just in case the scam gets more refined, and less obvious.
As we understand it, the scam works like this - The hotel or club replies with their rates, whereupon the scammer
books a room or range day using a fraudulent card. The scammer then almost immediately cancels, (or reduces the
booking numbers, or "accidentally overpays") and requests a refund, which the hotel or club repays in good faith,
only to find that the original transaction was fraudulent, so they've refunded money they didn't receive.
Even if you are not taken in, simply replying shows the scammer that your e-mail address is "live" and that you
answer your e-mails, so it is likely that your e-mail address will be sold on to other scammers.

There has been much discussion over the past year or so about the threats and challenges posed to the
shooting sports, and the efficiency or otherwise of the shooting organisations - so if you have a minute, could you possibly
let us know your views?
Ministry of Defence Ranges - the Certification System. (07/01/09)
We have had quite a number of people contacting us worried about the MoD/NRA "Safe Shooting System" and the certification system.
We appreciate that the information from the NRA at Civilian use of MoD ranges, and Certification
is very complex and confusing, but I'm afraid that's what we have to deal with. If you read through the information carefully, you'll be able to
work out who requires what sort of certification, and the processess to obtain it.
One thing is absolute - you will NOT be able to shoot on MoD ranges if you do not have a certificate for the type of
firearm you'll be using, unless you are supervised on a one-to-one basis.
We've tried to put together a simple guide - see our "Interesting" page under
the heading "MoD ranges - things you'll need to know" - bearing in mind this was written for one specific range and club - but it may be of some help to you.

If you can get a copy of the latest NRA Journal it's well worth reading Glynn Alger's - "Notes from the Secretary
General" Here are some selective extracts which may interest you -
"The National Rifle Association was created to promote Marksmanship in the United Kingdom and overseas."
"As such, there was an implicit intention to own ranges nationwide. The NRA never achieved the ambition to host
events around the country nor did it make provision to create a national range structure."
"Over time, either because of circumstance or finance, the NRA has failed to meet those original objectives.
Instead the National Rifle Association has chosen largely to focus on Bisley and, as a result in more cynical circles
is known as the 'Bisley Rifle Club.'"
"Membership is limited by our focus on Bisley, our failure to invest in regional ranges and truly to represent
fullbore rifle shooters."
"It has to be said that, if we remain where we are, it is likely that the NRA will return to being a failing
organisation, the 'Bisley Rifle Club.'
"However,if the NRA does the right things at this point in time, there are great possibilities for target shooting.
Those opportunities only exist if we are willing to work closely with other target shooting bodies to create an inclusive
and representative sport."
These are brave words, brave admissions, and whilst these are selective quotations from the article,
I believe they represent an honest and forthright statement of facts. The whole article is here , and I'd recommend you read it to get the full flavour.
We should support such brave initiatives - I'm sure these statements will not have made friends amongst the
reactionaries who believe that Bisley and "TR" are at the centre of the universe - I believe Glynn
(and hopefully the rest of the NRA) is absolutely on the right track - and I don't say that lightly.
"A PHOENIX RISES" (18/11/08)
The November/December edition of the BASC magazine "Shooting & Conservation" has a three-page article headed "A Phoenix Rises"
featuring the Geoffrey Place Range (GPR), Mostyn House School, and of course Phoenix Shooters Association.
Mary wrote it just after the opening of the GPR, and we managed to find some interesting old photos of the school
shooting on the sands of Parkgate to add spice to the article as well as photos of the range under construction and in use.
"Shooting & Conservation" has a circulation of over 127,000, so the fame of Phoenix (and Mostyn House School!) has spread.
The conversion of the air raid shelter into the Geoffrey Place Range is largely due to the hard work of Phoenix
members who gave their time, energy, expertise, money and support to this project.
We have to thank the Friends of Mostyn House for their support and financial help, and most importantly,
the keen support of Suzi Grenfell, the (sadly now ex-)headmistress of Mostyn House School.

Air raid shelter - or shooting range? (28/2/08)
On Wednesday, 27th February 2008 the Geoffrey Place Range at Mostyn House School had its formal opening.
This is the first shooting range to open in the Wirral area for well over fifty years - and it's been built by
PSA in partnership with the school. The range has been constructed in the school air-raid shelter which had
been used as an indoor sporting facility for some time, but that came to an end due to poor lighting and seepage,
leaving it as a store full of rotting equipment and rubbish for many years.
We have tried to retain and renovate some of the artefacts found when we cleared the shelter, such as signs, lighting
accessories and a pump, and we've decorated it in the original style and colours, which we hope this will give some
idea of the way the shelter must have looked when it was first built.
Our estimate was that it would take between three and four years to clear and prepare the shelter, and to build the range and
clubroom but due to the incredible support, hard work and expertise of the members, we opened in less than two years after
the start of work, which was in May 2006.

22/12/10 - Not so fast on young guns
The headline, however - 'Kids of 14 are told; you can have a shotgun', and the invitation to the general public to air their opinions on the matter, are less well judged,
since they both clearly imply there is some controversy here. What controversy, exactly?

THE mother of a 12-year-old boy expelled from Saddleworth School has hit out at the draconian measure which she says could ruin his life. Patrick Reeves was permanently excluded for firing a BB gun on school grounds, as he and a friend headed for the bus stop after school.

A member of Scotland Yard's CO19 unit has been questioned on suspicion of manslaughter after a pensioner died in a suspected road rage incident in north-west London.
The off-duty officer, who is a firearms licensing official, was arrested after a confrontation on a residential road in Hillingdon, north-west London.

(18/11/10) The number of legally owned firearms in Scotland soars.
According to Scottish Government figures, teenagers as young as 13 have been granted shotgun licences in Scotland,
and the number of legally owned firearms and shotguns in the country has rocketed by more than 25,000 in the last 10 years as there are now more than 200,000 legally held weapons in Scotland.

The target sports organisations have started a new website specifically for the sport GUN-CLUB to encourage more people to go target shooting.
I can't say that I can recommend it at the moment - but perhaps if you have a look and give them your feedback it may improve to the point of usefulness?

GUN CONTROL ENQUIRY - HOME AFFAIRS COMMITTEE

There's a BBC video of the hearing on 14th September by the Home Affairs Committee on the subject of gun control at
Evidence to the Home Affairs Committee Note that you'll have to
move the slider at the bottom of the video along to about 1:09:00 where the enquiry in gun control starts.
It seems that the committee are concentrating largely on the possession of firearm and shotgun certificates by young people. This is odd because there is no evidence that young people who
have certificates have been involved in any form of gun crime whatsoever!
If you watch the background, you'll see Martyn Jones MP (Member of Phoenix - of course) in the background with the bow tie.

"Air weapons
46 Offence of allowing minors access to air weapons
(1) The Firearms Act 1968 is amended as follows.
(2) After section 24 there is inserted—
“24ZA Failing to prevent minors from having air weapons
(1) It is an offence for a person in possession of an air weapon to fail to take
reasonable precautions to prevent any person under the age of eighteen
from having the weapon with him.
(2) Subsection (1) does not apply where by virtue of section 23 of this Act
the person under the age of eighteen is not prohibited from having the
weapon with him.
(3) In proceedings for an offence under subsection (1) it is a defence to
show that the person charged with the offence—
(a) believed the other person to be aged eighteen or over; and
(b) had reasonable ground for that belief.
(4) For the purposes of this section a person shall be taken to have shown
the matters specified in subsection (3) if—
(a) sufficient evidence of those matters is adduced to raise an issue
with respect to them; and
(b) the contrary is not proved beyond a reasonable doubt.”
(3) In section 57 (interpretation), in subsection (3) (offences relating to air
weapons), for “and 24(4)” there is substituted “, 24(4) and 24ZA(1)”.
98 Crime and Security Act 2010 (c. 17)
(4) In the table in Part 1 of Schedule 6 (prosecution and punishment of offences),
after the entry for section 24(4), there is inserted— [effectively a fine of level 3 on the standard scale.]
(5) In Part 2 of Schedule 6 (supplementary provisions as to trial and punishment
of offences), in paragraphs 7 and 8 (forfeiture and disposal of firearms), for “or
24(4)” there is substituted “24(4) or 24ZA(1)”.
The government estimate that a £10 security device per gun at most will suffice - see their Impact Assessment

THAMES VALLEY SHOOTING

Thames Valley Police have been fined £40,000:00, with 25,000:00 costs at Southwark Crown Court for a breach of Health & Safety rules
after an instructor "accidentally" (!?) shot a member of staff with a .44 Magnum revolver.
A Thames Valley Police firearms instructor had "mistakenly" loaded a Magnum .44 revolver with a live round
from a sweet tin, then pulled the trigger while pointing it at a colleague during a classroom tutorials.
The instructor was fined £8,000:00 with a further £8,000:00 costs.
The victim - a phone operator who used to shoot for Britain, underwent five hours of surgery for
damage to his bowels and a kidney, as well as lung and liver damage; he was unconscious for 12 days.
Judge Nicholas Loraine-Smith said:
"The firearms training manual specifically states every gun should be treated as loaded.
No gun should be pointed at anyone unless you intend to shoot them. These rules, I would have assumed,
would have been paramount and instinctive to firearms instructors. However, these rules were not adhered to as
absolutely as they should have been. Different instructors interpreted the rules differently."
That last sentence beggars belief - how do different police officers interpret that rule "differently?"
